- ➤ Steve Carlin, owner of Oxbow Public Market and Chair of the Napa RiverLine Advisory Committee, said the project will form a nonprofit to build a 4.3-mile continuous path along the river — linking the Oxbow Preserve, Oxbow Commons and downtown Napa.
